Cybercrime and High-Tech crime is a subcategory of white collar crime that deserves unique attention.

According to a May 2001 report by the U.S. Department of Justice, the United States leads the world in using the Internet for commerce and communication, and in spending on electronic commerce. Unfortunately, there is also growing indications that along with the expansion of legitimate Internet use, the United States is experiencing a rising tide of fraud that exploits the Internet.

Such cybercrimes are described below.

Computer Crime

Computers and the Internet can be used in a variety of roles in crimes. Computer software programs and Internet capabilities can be manipulated to conduct a wide variety of criminal or fraudulent activity. Another form of computer crime targets the content of computer operating systems, programs, email or computer networks.

Cyberstalking

Cyberstalking refers to one individual harassing another individual on the Internet using email, chat rooms, newsgroups, mail exploders, and the World Wide Web. If Cyber stalkers obtain personal information about their victims from the Internet, such as home address and phone number, they can use this information to meet their victims in person.

Internet Fraud

The Internet Fraud Complaint Center (IFCC) -- a joint project of the FBI and the National White Collar Crime Center reported that in its first six months of operation in 2000, it received 5,273 Internet fraud-related complaints. Internet fraud is defined as any type of fraud scheme that uses the Internet to present fraudulent solicitations to prospective victims, to conduct fraudulent transactions, or to transmit the proceeds of fraud to financial institutions or to others organizations or individual connected to the scheme.
